In the NBA, you have 2 steps after picking up the ball. Once you stop dribbling, the foot that touches the ground first doesn`t count because you dribbled while moving. After this step, you can either take two steps with one foot or take one step and then jump off that foot and land with two feet at the same time, it`s a jumping step. If you take 2 steps, then jump back and land with two feet, then it`s a journey. Similarly, you can do both steps with two feet, like the force with which its hops simulate another jump. You can jump twice, once as no jump and the second to shoot, the second jump you just can`t land. During the 2017 playoffs, LeBron was called up on a trip where he jumped into the air, looking for a man he could adapt but couldn`t find one, and landed on the ground without passing him. Isn`t it technically just a jump step?
